TANF Grant Application


The Community Action Partnership of Staunton, Augusta, and Waynesboro (CAPSAW) is issuing this Request for Proposals to solicit applications for funding made available through the State Temporary Assistance to Needy Families Funding Pool (TANF).


Eligibility is limited to agencies already selected to receive FY 17 CAPSAW funding.  Temporary Assistance to Needy Families (TANF) funding and associated outcomes and reports will be included in FY 17 reporting procedures. 

There are more restrictions on the use of TANF funds than there are on either federal CSBG or local funds currently administered by CAPSAW.  In order to be eligible for reimbursement from TANF the following conditions must exist:

  • Services are provided to a family that includes a minor child, i.e., an individual less than 18 years old, or, if a full-time student in a secondary school (or the equivalent level of vocational or technical training) less than 19 years old, who resides with the family, or a pregnant individual.
  •  The income level of the family must be at or below 200% of poverty.  Please note this income level is HIGHER than that of CAPSAW’s general funding at 125% of poverty.

Amount Available:  Approximately $39,000 is available for TANF specific services in FY 2017.   Requests should not exceed $6,000.  Multiple applications from the same agency will not be considered.

All costs must relate to direct service provision with measureable outcomes related to one or more of the following based on TANF guidelines and the CAPSAW Strategic Plan (http://www.waynesboro.va.us/DocumentCenter/View/3208). 

  1. Prepare adult participants for employment;
  2. Elimination of barriers to continued employment;
  3. Short Term Emergency Services to families addressing a specific crisis or need.
  4. Family Support Services including parenting skills training, substance abuse treatment, summer youth employment, housing services, domestic violence services and other child/youth development programs and services. This also includes case management services provided to an eligible family.
