Any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion.

Approval of Minutes:

Consider adopting the minutes for the June 12, 2017 Regular Business Meeting the June 26, 2017 Cancelled Meeting, and the July 3, 2017 Organizational Meeting, and dispense with the reading of the minutes. 
2.b.

Fiscal Year 2017 Encumbrance Rollover:

Second consideration/adoption of an ordinance appropriating funds by the Fiscal Year 2017 Encumbrance Rollover Ordinance.
2.c.

District Court:

Second consideration/adoption of an ordinance appropriating a portion of the Courthouse Maintenance Reserve Fund balance in the amount of $1,225 to the General Fund, for office furniture and a mini refrigerator, for the Waynesboro 25th District Court Services Unit.
2.d.

Juvenile and Domestic Relations Court :

Second consideration/adoption of an ordinance appropriating a portion of the General Fund balance, in the amount of $1,559, to the General Fund, for office furniture and a Judge’s robe for the Waynesboro Juvenile and Domestic Relations Court.

Fiscal Year 2018 Council Meeting Calendar:

Consider adopting the fiscal year 2018 City Council meeting calendar.

Waynesboro Redevelopment and Housing Authority – Community Development Block Grant:

Hold a public hearing to receive public comments regarding information relating to housing and community development needs and input on the development needs in the City for specific CDBG eligible activities.

Planning Matter - Rezoning Request – 1169 Sherwood Avenue:

Hold a public hearing to receive public comments and consider introducing an ordinance regarding a request from Scott and Dana Mares to rezone a property from Multi-Family Residential (R-MF) District to General Residential (RG-5) District at 1169 Sherwood Avenue, Waynesboro, Virginia, City Tax Map No. 16-1-45D.

LUMOS MEDIA INC. Cable Franchise Agreement:

Consider adopting a resolution affirming that the acquisition of Lumos Networks Corp. by EQT does not require a transfer of franchise.

8.a.

Economic Development Authority Board:

Consider reappointing two candidates to the Economic Development Authority Board, each for a four-year term ending August 31, 2021.
8.b.

Planning Commission Appointment:

Consider appointing a candidate to the Planning Commission, filling an unexpired term ending August 31, 2017, and for a four-year term expiring August 31, 2021.

ORDINANCES - Consider introducing the following:

9.a.

Gorsuch Building Boiler Repair:

Appropriating $14,949 from the Courthouse Maintenance Reserve and $14,949 from the Governmental Facilities Reserve, to the General Fund, for expenses related to repairing the boilers at the Gorsuch Building.
9.b.

Public Works – Sanitary Sewer Line Repair/Replacement:

Appropriating $944,208 from the Sewer Fund Retained Earnings for transfer to the Sewer Fund Capital Projects Fund, for the completion of Inflow and Infiltration projects S-10 (Basic City area) and Pine Avenue Sewer Line Rehabilitation.
