Approval of Minutes:

Consider adopting the minutes for the July 10, 2017 Regular Business Meeting, and dispense with the reading of the minutes. 
2.b.

Rezoning – 1169 Sherwood Avenue – Mares:

Second consideration/adoption of an ordinance approving a request from Scott and Dana Mares to rezone a property from Multi-Family Residential (R-MF) District to General Residential (RG-5) District at 1169 Sherwood Avenue, Waynesboro, Virginia, City Tax Map No. 16-1-45D.
2.c.

Gorsuch Building Boiler Repair:

Appropriating $14,949 from the Courthouse Maintenance Reserve and $14,949 from the Governmental Facilities Reserve, to the General Fund, for expenses related to repairing the boilers at the Gorsuch Building.

Public Works – Sanitary Sewer Line Repair/Replacement:

Appropriating $944,208 from the Sewer Fund Retained Earnings for transfer to the Sewer Fund Capital Projects Fund, for the completion of Inflow and Infiltration projects S-10 (Basic City area) and Pine Avenue Sewer Line Rehabilitation.

Waynesboro Redevelopment and Housing Authority – Community Development Block Grant:

Hold a public hearing to receive public comments and consider adopting a resolution regarding the proposed Annual Action Plan outlining the City’s housing and community development needs and priorities for the 2017 Program Year and how the City intends to expend $185,677 in federal CDBG funds.

5.a.

Electoral Polling Location Change:

Hold a public hearing to receive public comments and consider introducing an ordinance amending Chapter 1, General Provisions, Section 1-13(a)(1) Election Districts, Voting Places, of the Code of the City of Waynesboro authorizing the relocation of the Ward A voting location from 133 N. Delphine Avenue to 489 N. Winchester Avenue, Waynesboro, Virginia.

Proposed Subdivision Ordinance Revisions:

Receive a presentation from Mr. Luke Juday, Director of Planning, on proposed revisions to the City’s Subdivision Ordinance.

Receive a report from the City Manager concerning the establishment of the Treasurer’s Office as a Passport Application Acceptance Facility.

Fall Foliage Art Show:

Consider approving an application from the Shenandoah Valley Art Center for street closures, amplified sound, and the sale and consumption of alcoholic beverages relating to the 2017 Virginia Fall Foliage Art Festival from Friday, October 13, 2017 at 2:00 p.m. until Sunday, October 15, 2017 at 8:00 p.m.

Tour de Valley Cycling Event:

Consider approving an application from the Parks and Recreation Department to serve alcoholic beverages on City property, in accordance with all relevant Alcohol Beverage Control (ABC) regulations, on Saturday, September 2, 2017 in relation to the Tour de Valley Cycling event.

BOARDS AND COMMISSIONS

9.a.

Appointments and Reappointments:

a) Shenandoah Valley Regional Airport Commission:  Consider reappointing a member as the Waynesboro Representative to the Shenandoah Valley Regional Airport Commission for a three-year term ending August 31, 2020.
b) Cultural Commission:  Consider reappointing a member to the Cultural Commission to a four-year term ending August 31, 2021.
c) Historical Commission:  Consider reappointing two members to the Historical Commission, each to a four-year term ending August 31, 2021.
d) Shenandoah Valley Workforce Development Board:  Consider reappointing two members to the Shenandoah Valley Workforce Development Board, each for a four-year term ending August 31, 2021.

ORDINANCES - Consider introducing the following:

10.a.

Dooms Fire Department Donation:

Appropriating permit fees received during Fiscal Year 2017, in the amount of $2,285, associated with the 2017 Dooms Volunteer Fire Company Carnival held at Constitution Park, to the General Fund, for a donation to the Dooms Volunteer Fire Company.
