Approval of Minutes:

Consider adopting the minutes for the August 14, 2017 Regular Business Meeting, and dispense with the reading of the minutes. 
2.b.

Claybrook Preliminary Subdivision Plat Amendment:

Second consideration/adoption of an ordinance amending the preliminary subdivision plat for a 67-lot residential subdivision on a 30.847 -acre residual tract at 6001 Ivy Street, Waynesboro, Virginia, Tax Map 14-6-25A, previously approved on February 23, 2004. Request increases the approved lots from 67 to 98 and is submitted by Roudabush, Gale & associates, Inc., agent for Claybrook Associates LLC, owner.

Code Amendment - Revised Subdivision Ordinance:

Second consideration/adoption of an amended ordinance amending Chapter 74, SUBDIVISIONS, of the Code of the City of Waynesboro.

4.a.

Exclusive Use Access Easement Amendment – Carolina Lane:

Hold a public hearing to receive public comments and consider adopting a resolution regarding an amendment to an existing exclusive use access easement, (known as Carolina Lane) between seven parties providing for the maintenance of Carolina Lane adding the City of Waynesboro as a party to the agreement as the owner of a parcel of land on Gravel Ridge Road; exempting the City from contributing funding for improvement and maintenance of the easement.

Public Library Annual Report Presentation

Receive a presentation from Zahir Mahmoud, Library Director, regarding the Public Library Annual Report for Fiscal Year 2017.

APPLICATIONS AND COUNCIL ACTION:

6.a.

Trick or Treat Trail 2017:

Consider approving an application from the Kiwanis Club of Waynesboro to close a portion of Main Street and for amplified sound on Tuesday, October 31, 2017 from 3:30 p.m. until 6:00 p.m. to hold the annual Downtown Trick or Treat Trail.

Sunset Harvest Dinner at Sunset:

Consider approving an application from the Parks and Recreation Department for permission to serve alcoholic beverages at Sunset Park on Saturday, October 7, 2017 during the fundraiser dinner for Sunset Park.

7.a.

Appointments:

a) Historical Commission:  Consider appointing a candidate to the Historical Commission for a four-year term ending August 31, 2021.
b) Parks and Recreation Commission:  Consider appointing a candidate to the Ward D seat on the Parks and Recreation Commission, for a four-year term of September 1, 2017 and ending August 31, 2021.

ORDINANCES - Consider introducing the following:

8.a.

Parks and Recreation – Parks Maintenance:

appropriating a donation from the Waynesboro Lions Club, in the amount of $15,000, to the General Fund, for parks and recreation maintenance.

Schools – Donation from Ashley Orthodontics:

appropriating a donation from Ashley Orthodontics, in the amount of $1,000, to the School Funds for the purchase of clothing, glasses and other necessities.

Schools – Waynesboro High School Laptop Computers:

appropriating a State e-learning backpack program grant, in the amount of $96,000, to the School Funds for the purchase of computer laptops for Waynesboro High School.
