CONSENT AGENDA

Any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion.
2.a.

Approval of Minutes:

Consider adopting the minutes for the August 28, 2017 Regular Business Meeting and the August 29, 2017 Work Session, and dispense with the reading of the minutes. 
2.b.

Parks and Recreation – Parks Maintenance:

 Second consideration/adoption of an ordinance appropriating a donation of $15,000 from the Waynesboro Lions Club, to the General Fund, for parks and recreation maintenance.
2.c.

Schools – Donation from Ashley Orthodontics:

Second consideration/adoption of an ordinance appropriating a donation of $1,000 from Ashley Orthodontics, to the School Funds for the purchase of clothing, glasses and other necessities.

Schools – Waynesboro High School Laptop Computers:

Second consideration/adoption of an ordinance appropriating a State e-learning backpack program grant of $96,000 to the School Funds for the purchase of computer laptops for Waynesboro High School.

PUBLIC HEARING AND COUNCIL ACTION

4.a.

Code Amendment – Chapter 98 Zoning:

Upon request of Michael Hamp II, City Manager, hold a public hearing to receive public comments and consider introducing an ordinance on behalf of the City of Waynesboro, to amend Chapter 98 of the City Code, Zoning, 

To permit micro-breweries by right in the H-B, L-I, and H-I Districts and by conditional use permit in the C-B and L-B Districts.
To permit brewpubs by right in the C-B, L-B, and H-B Districts.
To define and establish use standards for micro-breweries and brewpubs.
To amend the parking ratio requirements for certain restaurants from 1 space per 50 GFA to 1 space per 100 GFA.
To amend Section 5.6.6.C to restrict electronic signs in any residential districts.
To require service bay doors (garages) not to face an entrance corridor or a residential area.

4.b.

Rezoning – East Main Street – VM Acquisition:

Upon application by William John Hall, owner of VM Acquisition Waynesboro, LLC, hold a public hearing and consider introducing an ordinance to rezone:
A portion of 1006 and 1010 East Main Street Tax Map Parcel 57-2-1 from H-1 (Heavy Industrial) to H-B (Highway Business)
1010 East Main Street, Tax Map Parcels 57-4-71-E and 57-1-71-8,9, & 10, from L-B (Local Business) to H-B (Highway Business)
1010 East Main Street, Tax Map Parcels 57-1-71-1,2, & 3B from RG-5 (General Residential) to H-B (Highway Business).

DuPont De Nemours and Co. Temporary Easement:

Upon request of E.I DuPont De Nemours and Co. (“DuPont”), hold a public hearing and consider adopting a resolution granting a temporary construction and access easement at 900 Essex Avenue, Public Works Operations, to undertake work under the Resource Conservation and Recovery Act.

RESOLUTION AND COUNCIL ACTION:

5.a.

Designating Former Landfill Site as Public Park:

Consider adopting a resolution designating the City’s former landfill site in the vicinity of North Winchester Avenue as a public park. 

5.b.

Public Park at Former Landfill Site:

Receive a report regarding the potential development of a public park at the City’s former landfill site in the vicinity of North Winchester Avenue.

Consider adopting a resolution establishing the Personal Property Tax Relief Act (PPTRA) rate of relief for calendar year 2017.
