Approval of Minutes:

Consider adopting the minutes for the October 23, 2017 Regular Business Meeting, and dispense with the reading of the minutes. 
2.b.

Vector Industries 40 Year Easement:

Second consideration/adoption of an ordinance granting Vector Industries Foundation, Inc., a 40-year easement access to the rear of certain real property located on Fairfax Avenue.

Commissioner of the Revenue:

Consider approving a request from the Commissioner of the Revenue to refund $402.65 for 2017 to a business for 2017 business personal property taxes paid in error and $475 plus interest to a business for 2016 personal property tax paid in error.

4.a.

South River Greenway Phase 2B:

Hold a public hearing to receive public comment and consider adopting a resolution authorizing the application for a Transportation Alternatives Program (TAP) for the South River Greenway Phase 2B (Shiloh Baptist Church to North Park) right of way and construction phase.

Code Amendment – New Code Section Article II Chapter 78:

Hold a public hearing to receive public comment and consider introducing an ordinance amending Article II of Chapter 78 of the Code of the City of Waynesboro, Virginia to enact a new Section 78-32.1, which will allow for the assessment of all new buildings completed or fit for use and occupancy prior to November 1 of the year of completion. Section 78-32.1 will also provide the method of computation of the total tax on any such building and for an extension of time for paying such assessment if assessed after September 1.

Shenandoah National Park Entrance Fee Increase:

Consider adopting a resolution to communicate opposition to the proposed daily fee increase at Shenandoah National Park and requesting that the National Park Service reconsider its proposed fee increase.

7.a.

Code Amendment – Taxation:

Consider introducing an ordinance amending Chapter 78, Taxation, Article II, Real Estate Assessor; Board of Equalization, Sections 78-34, 78-38, and 78-39 of the Code of the City of Waynesboro.

8.a.

2017 Christmas Parade:

Consider approving an application from the Parks and Recreation Department to close designated streets and for amplified sound on Saturday, December 2, 2017 from 3:30 p.m. until 9:30 p.m. for the annual Downtown Christmas Parade.

ORDINANCES - Consider introducing the following:

9.a.

Information Technology Position:

Appropriating a portion of the vacancy savings in the Police Department to transfer to the Information Technology Department, in the amount of $27,762 to provide six months’ wages and benefits funding for the Information Technology Technician II position.
9.b.

Public Works – Stormwater Pick Up Truck:

Appropriating $40,000 from the Stormwater Fund Retained Earnings, to the Stormwater Fund, for the purchase of a new pickup truck.
9.c.

Public Works – Landfill Environmental Services:

Appropriating a portion of the General Fund Unrestricted/Unassigned Fund Balance, in the amount of $15,000 to the General Fund, to provide for environmental services at the City’s closed landfill.

Parks and Recreation Harvest Dinner:

Appropriating the proceeds from the Harvest Dinner fundraising event in the amount of $7,000 and a donation from Metal Craft Brewing Company, in the amount of $172, to the General Fund, for Parks and Recreation fundraising expenditures and a transfer of the balance to the Parks and Recreation Restricted Fund Balance Account.

Schools – High School Renovation Project:

 Appropriating $76,518 from General Fund Committed Fund Balance to the Schools’ Fund for abatement, demolition and disposal of building improvements at 1100 W. Main Street.

10.a.

Boards and Commissions Appointments:

a) Valley Community Services Board:  Consider appointing two candidates to the Valley Community Services Board as Waynesboro representatives each for an unexpired three-year term ending June 30, 2019.

b) Historical Commission:  Consider appointing a candidate to the Historical Commission.

c) Cultural Commission:  Consider appointing two candidates to the Cultural Commission.

d) Parks and Recreation Commission:  Consider appointing two candidates to the Parks and Recreation Commission, one to represent Ward A and one to represent Ward B.
