1. Call to Order/Pledge of Allegiance.
2. Consent Agenda (any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion).
a) Consider adopting the minutes from the September 24, 2012 Regular Business Meeting, and dispense with the reading of the minutes.
b) Consider approving a request from the Commissioner of the Revenue to refund $621.25 plus interest for 2010 business personal property taxes paid in error.
c) Second consideration/adoption of an ordinance requested by BSM Inc. for a conditional use permit to allow the Vehicle Services, Limited use on a vacant lot (Tax Map number 46-6-B currently zoned L-B, Local Business) situated across North Charlotte Avenue from R&M Automotive, which is located at 192 North Charlotte Avenue.
d) Second consideration/adoption of an ordinance amending the City’s Comprehensive Plan to include a chapter on bicycle facilities (Bicycle Plan).
e) Second consideration/adoption of an ordinance appropriating state asset seizure funds, in the amount of $20,635 for the purchase of Police equipment, for the Fiscal Year ending June 30, 2013.
f) Second consideration/adoption of an ordinance appropriating $17,330 of General Fund Unassigned Fund Balance for an additional contribution to the Community Action Partnership of Staunton, Waynesboro and Augusta (CAP-SAW) for the Fiscal Year ending June 30, 2013.
g) Second consideration/adoption of an ordinance appropriating various additional revenue received by the Parks and Recreation Department, totaling $800, to the General Fund, for expenditures associated with Parks and Recreation Programs, and repairs to Ridgeview Park, for the Fiscal Year ending June 30, 2013.
h) Second consideration/adoption of an ordinance appropriating a grant from the Virginia Department of Alcoholic Beverage Control, in the amount of $9,491, to the Youth and Family Services Fund for expenditures associated with a public awareness campaign designed to educate parents about the health and safety risks of serving alcohol at teen parties, for the Fiscal Year ending June 30, 2013.
i) Second consideration/adoption of an ordinance appropriating funding from several State and Federal grants, totaling $678,783, to the School Funds, for expenditures associated with local and regional adult basic education programs, for the Fiscal Year ending June 30, 2013.
j) Second consideration/adoption of an ordinance appropriating Waynesboro Public Schools’ career and technical education allocations for equipment and industry certification exams, in the amount of $7,744, to the School Funds for technology upgrades at Kate Collins Middle School, as well as to purchase financial literacy and customer service exams for Waynesboro High School students, for the Fiscal Year ending June 30, 2013.
3. PRESENTATIONS:
Receive a presentation from Mr. Zahir Mahmoud, Library Director, on the Waynesboro Public Library’s Annual Report for Fiscal Year 2012.
4. RESOLUTIONS:
a) Receive a presentation regarding the formation of the Staunton-Augusta-Waynesboro Metropolitan Planning Organization (SAW-MPO) and consider adopting a resolution endorsing the SAW-MPO initial Memorandum of Understanding.
b) Consider adopting a resolution of support for Augusta County’s efforts to secure state transportation funding to make roadway improvements in the vicinity of the Augusta Health Center.
c) Consider adopting a resolution amending the City’s policy related to retiree eligibility for health insurance.
5. ORDINANCES: Consider introducing the following ordinances:
a) Appropriating a portion of the fund balance in the Fire Board Fund, in the amount of $10,500, for the transfer to the General Fund for the purchase of uniforms for Fire Department personnel and to provide funding for volunteer firefighters, for the Fiscal Year ending June 30, 2013.
b) Appropriating $667,500 from the Sewer Fund Retained earnings for the replacement of a digester membrane and associated equipment at the waste water treatment facility.
c) Appropriating the net positive variance generated by the Calendar Year 2012 Summer Extravaganza 5 and 10K race, in the amount of $3,000, to the General Fund, for a donation to the Augusta Health Cancer Bridge Fund, for the Fiscal Year ending June 30, 2013.
6. BOARDS AND COMMISSIONS: Consider approving an appointment to the Historical Commission.
