About Finance
The Finance Department is comprised of four major divisions – general accounting, accounts payable, payroll and utility billing.
The mission of the Finance Department is to account for and report all financial information in an accurate and timely manner, while striving to provide quality customer service to the external users of the financial statements and the internal users of the accounting and payroll systems.
General accounting is responsible for the daily postings of all accounting transactions, billing and processing routine accounts receivable, preparation of monthly journal entries and postings, preparation of quarterly revenue reports, as well as timely preparation of the City’s Comprehensive Annual Financial Report (CAFR), and accounting and tracking of the City’s fixed assets and infrastructure.
Accounts payable maintains W- 9 information on all vendors, processes 1099’s, files reports accordingly with the IRS, generates payments for vendor invoices and purchase orders and maintains all backup documentation for weekly expenditures. This division works closely with Purchasing to ensure that all purchases are made in accordance with the City’s purchasing guidelines and that departmental expenditures are posted to the proper accounts.
The Payroll division is responsible for the generation of a timely and accurate payroll on a bi-weekly basis. Additionally, all eligible employees’ annual leave and sick leave balances are tracked through the payroll system and reported to the employees on their bi-weekly pay statement. The City offers its employees payroll direct deposit or standard check issue. The Payroll division works closely with the Human Resources department to ensure accurate pay classification and benefit deductions for all employees.
Utility billing maintains customer accounts, makes billing adjustments, prepares and mails bills for approximately 9000 customers. Most businesses are billed on a monthly basis and residential customers on a bi-monthly basis. However, bills are prepared on a daily basis, due to the number of routes (35) within the City.
