Bill Maki Deputy ChiefThe Deputy Chief works as the Chief’s assistant and assumes the duties of the Chief in his absence.  The Deputy Chief is responsible for the hiring function, technology initiatives and training coordination and delivery.

Lieutenant Colonel Maki has been at the department since 1978, when he was selected as a reserve officer. He was first employed by WPD in January of 1981 as a patrol officer. Since then, he has been a field training officer, assistant patrol shift commander, patrol shift commander, patrol division commander, services division commander, investigations division commander, and deputy chief.

LTC Maki earned an Associate Degree in Law Enforcement from Blue Ridge Community College in 1979 graduating summa cum laude and a Bachelor's Degree in Police Planning and Management from Virginia Commonwealth University in 1980 graduating with high honors. He is a graduate of the 196th session of the FBI National Academy in March of 1999.

Since 1981 he has been certified by the Department of Criminal Justice Services as a general instructor. He has taught constitutional law, court systems, laws of arrest, courtroom demeanor, basic law, police use of force and many other topics during academy and departmental training.


The Police Services Division is responsible foradministrative files and records, evidence, the court holding facility, prisoner processing, digital imaging and all other responsibilities that fall outside the Patrol or Investigations divisions. Statistics prepared for the Uniform Crime Reports and NIBRS are compiled by members of the Division, as are Departmental Annual Reports and the Law Enforcement Challenge.

The Police Services Division is also responsible for seeking department accreditation through the Virginia Law Enforcement Professional Standards Commission (VLEPSC) and numerous state and federal grant programs. Additionally, the Evidence Officer doubles as the department's purchasing agent for all uniforms, equipment and supplies.

The Services Division Commander is responsible for the clerical staff, evidence room, jail, grants and school programs. The Division has a Sergeant, an Evidence Officer, four full time records clerks, an Office Manager, a corrections officer, two School Resource Officers, a Crime Prevention Officer an four Desk Officers. The Services Division is the second largest division in the police department.
Law Enforcement Exploring is a worksite-based program for young men and women who have completed the eighth grade and are 14 years of age, or are 15 years of age but have not yet reached their 21st birthday.

Law Enforcement Explorer posts help youth to gain insight into a variety of programs that offer hands-on career activities. For young men and women who are interested in careers in the field of law enforcement, Exploring offers experiential learning with lots of fun-filled, hands-on activities that promote the growth and development of adolescent youth.
