Update: N Delphine Home Invasion Shooting

On April 5, 2013, the Waynesboro Police Department arrested Washington on the felony drug distribution charge stemming from the December 3rd shooting incident. He was also arrested on a Waynesboro Circuit Court Capias for probation violations. Officers from the police department began zeroing in on Washington’s whereabouts on April 4. By the morning of April 5, officers had tracked him to a residence off Rosser Ave but he fled just prior to their arrival. By 2:00 PM, officers were close to finding him when, Washington, himself, called the officers in an effort to arrange his surrender. Approximately five minutes later, officers located and arrested him at the predetermined meeting place near the intersection of Lyndhurst Rd and Keesling Ave. He is being held without bond at Middle River Regional Jail.
While Washington has never been a suspect in the shooting of his mother, detectives consider him a material witness in the case. Since the time of the shooting to his arrest on April 5, Washington refuses to cooperate in the investigation. The shooting case remains active.

Check into Cash

The Waynesboro Police Department is investigating a commercial burglary that occurred in the city overnight. Employees arrived at work this morning to open Check into Cash located at 113 Lew Dewitt Boulevard and discovered the business was burglarized. It appears access was gained to the business by going through an adjacent vacant suite next to it. An undisclosed amount of cash was taken. This incident appears to be unrelated to a previous commercial burglary reported at Virginia Panel earlier this week.

Vehicle Burglaries

The Waynesboro Police Department is investigating over a dozen vehicle burglaries that occurred in the city overnight.
The vast majority of the unlocked, parked vehicles were targeted in the south east area of Waynesboro, to include; Lyndhurst Road, Washington Ave, Charles Street, and Western Road.
Another one each were reported on S. Magnolia and in the 1400 Block of B Street, respectively
Once again the primary target of the thieves was electronic devices such as GPS units. However, loose change and jewelry were also taken.

Arrest: Jeremiah Allen

On Tuesday, April 2, 2013 the Waynesboro Police Department arrested a Waynesboro man in a drug sting at an apartment in the 900 block of 4th St. Using a search warrant, the Department’s SWAT team raided the apartment and located Jeremiah Lee Allen, 21 years old, with a substantial amount of marijuana in addition to paraphernalia for drug distribution as well as personal consumption. Allen was transported to Middle River Regional Jail where he was eventually released on $2,500.

Motor Vechicle Crash and Arrest

The Waynesboro Police Department has arrested a Harrisonburg man for causing several motor vehicle crashes in a half mile stretch of W Main St. On April 1, 2013 at approximately 4:20 PM, officers responded to the area of W Main St between Vedette Ave and Lew DeWitt Blvd due to three separate motor vehicle crashes. When they arrived, they found Shan Ladell Phoenix, 33 years old of Harrisonburg, nearly unconscious in a 2007 Ford Fusion that was still in the roadway in front of CVS Pharmacy. Upon investigation, officers determined Phoenix initially sideswiped a 2010 GMC pick-up truck driven by a 30 year old Charlottesville man near the intersection of Vedette Ave and W Main St. Phoenix continued driving west on W Main St where he rear-ended a 1994 Toyota Camry driven by a 58 year old Waynesboro man that was stopped at the entrance into K Mart. The impact sent the Camry several feet into the eastbound lanes of travel. The driver of the Camry was transported to Augusta Health where he was treated and released. Finally, Phoenix rear-ended a 2004 Toyota Corolla driven by a 70 year old Waynesboro woman as it was trying to make a left hand turn into Sharp Shopper on W Main St.
After the final collision, Phoenix attempted to drive away from the scene but by this point his vehicle was disabled due to front end damage. He then tried to flee on foot but was stopped by two citizens who detained him at his vehicle until officers arrived. Officers charged Phoenix with driving under the influence of alcohol/3rd offense in ten years (felony); hit & run (felony); driving without a license (misdemeanor); refuse a breath test (misdemeanor). Additional charges are pending. He is being held without bond at Middle River Regional Jail.
Officers estimated the damage to the four vehicles to be approximately $14,000.
Five officers worked for nearly three hours investigating the crashes and directing traffic.
Burglary VPC

The Waynesboro Police Department is investigating a burglary that took place at a city business sometime between 5:00 PM, March 28 and 8:00 AM, April 1, 2013. During that period, an unknown subject(s) forced open a rear entrance to the Virginia Panel Corporation, 1400 New Hope Road. The subject(s) stole an undetermined amount of cash.

Maryland Fugitives Caught

The Waynesboro Police Department has arrested a Waynesboro couple who are wanted from Maryland on larceny charges. On April 1, officers arrested Robert Sean Giffin, 31 years old, and Tiffany Victoria Giffin, 33 years old at the their residence at 208 Port Republic Rd. The Giffins are accused of stealing silver dollars from a Hagerstown, MD couple in July 2012. Robert Giffin is also wanted out of Florida on probation violations but Florida officials have declined to extradite him. The Giffins are being held without bond at Middle River Regional Jail on individual counts of being a fugitive from justice. The Department of Social Services took custody of the couple’s 2½ year old child. They also had two dogs and five cats that were taken to the Shenandoah Valley Animal Services Center by the department’s animal control officer.

On Tuesday, March 26, 2013 the Waynesboro Police Department arrested a Waynesboro man and woman in a drug sting at an apartment in the 200 block of Port Republic Rd. Using a search warrant, the Deparment’s SWAT team raided the apartment and located the invididuals with suspected methamphetamine and paraphernalia used for drug distrbution.
Robert Wesley Smith (aka “Rabbit”), 22 years old and

Virginia Mae Carlton, 18 years old, both of Waynesboro, were charged with possession of methamphetamine with the intent to distribute and possession of methamphetamine, respectively. Smith is being held without bond at Middle River Regional Jail; Carlton was released on a personal recognizance bond.
On Sunday, March 31, 2013 at 2:30 AM, officers were summoned to a residence in the 1400 block of 4th Street for a domestic disturbance. The 22 year old victim indicated that she had been held against her will by her boyfriend,

Steven Joseph Faulkner. She attempted numerous times to escape but Faulkner assaulted her by biting, pushing and finally choking her until she lost consciousness. Faulkner, 26 years old, of Waynesboro was charged with abduction and strangulation, both felonies and a misdemeanor charge of domestic assault. He is being held without bond at MRRJ.

On March 27th, 2013 at approximately 8:00 AM, a Waynesboro resident in the 600 block of Meadowview Cove contacted the Waynesboro police Department Animal Control officer. The resident claimed that she heard a commotion from her backyard and when she looked out, she observed her 2 dogs fighting with a fox. The resident stated that she was unable to get her dogs to return to the house. A Patrol officer assisted in humanely euthanizing the injured fox and the carcass was subsequently transferred to the Health Department for evaluation.
On March 29th, Animal Control was contacted by the Health Department and the remains were confirmed to have tested positive for rabies. Although somewhat rare, the Waynesboro Police Department Animal Control officer urges all citizens to monitor their animals closely while they are outdoors. As always, domestic and wild animals should not be approached by citizens. Records show that this is the third incident involving a wild animal with rabies in the past 10 years.
