Capital Improvement Projects

Public Works mission with all Capital Improvement Programs (CIP) is to establish and maintain an efficient operation of all projects that provide superior quality to the citizens in our community, while striving to exceed all regulatory standards.

There are three (3) main steps taken for our Capital Improvement Programs.  First is Procurement, which covers, but not limited to advertising for professional architectural and/or engineering services, review proposals, interviews, selection of design professional, review contract and project costs, and continuous monitoring of contract throughout the project life.

Second, is Design.  This involves meeting with design professionals regarding project scope, monitoring of budget and schedule of project design, reviewing construction documents and design drawings with various City departments and regulatory agencies, preparing permit applications, coordinating equipment and advertising bid package for contractors. 

The final step is the Construction of the project.  This entails overseeing bids, contract award, and authorizing contractor to proceed.  The project and construction managers within the department must then review and sign the construction contract.  They coordinate acquisition of easements and right-of-way that may be required, assures that project changes remain within the original scope, time and limits of appropriated funds.   Managers review drawings for any changes due to field conditions, review and approve change orders and invoices prior to payment, manage project inspections, oversees that City safety policies are adhered to on site, tracks the project budget, monitors permit requirements, and communicates with regulatory agencies throughout the construction process. 

Current Capital Improvement Programs

  • Hopeman Parkway Pump Station is now on-line and pumping to our existing treatment plant.  Pumping capacity has been lowered until the new treatment plant is operational.
  • I&I Projects #6 and #7 are complete. Meadowbrook Road is complete and open for two-way traffic. Engineering will monitor the patch over the winter to ensure that the contractor maintains the patch.
  • The Wastewater Treatment Plant is still on schedule with concrete and steel being the majority of work done at this stage.
  • The Coyner Springs Water Treatment Plant construction is more than 90% complete, with interior work being done to the filtering system and upper floor painting.
  • Jefferson Wells Raw Water Line has been completed Pressure and bacterial testing and crews will now set the new vault to prepare for the tie in with the Water Treatment Plant.
  • VDOT work on Delphine is in full swing with crews laying sixty-inch Stormwater pipe across Main St over the next several weeks. Subcontractors have begun work replacing and relocating water and sewer lines south of the RR Bridge.
  • Bookerdale Road Pump Station construction will be going through our three (3) steps soon.
