Development
Overview:
We encourage open communication during the plan preparation phase, and Engineering Division representatives are available to meet or answer questions at any point during the development of site plans and subdivision plans.  The Engineering Division maintains several checklists to assist you in site plan and plat preparation, a fee schedule for plan review and inspection fees, and forms to initiate water and sewer service.  Please contact the Engineering Division by phone should you have questions regarding design and construction of public utilities, Stormwater Management, or Erosion and Sediment Control.
Plan Review:
The Engineering Division participates in site plan and subdivision review and approval with other City Departments, and is responsible for issuing Land Disturbance permits. Engineering Division review and approval of Erosion and Sediment Control and Stormwater Management plans must be obtained prior to final site plan or subdivision approval.  Please refer to the Stormwater Division tab for more detailed information regarding Erosion and Sediment Control and Stormwater plans.
The Engineering Divison is also primarily responsible for the review and approval of construction plans for proposed public infrastructure.  This involves review of developer contributed public utility assets on site plans and subdivision plans for conformity with City of Waynesboro standards. 

Inspection
The Engineering Division is responsible for inspecting any proposed public infrastructure during construction.  This includes but is not limited to:  connections to any existing water or sewer main, pressure testing of new water and sewer mains, confirming that concrete forms conform to line and grade, and confirming that gravel base for asphalt is meets required thickness and grade.  The Engineering Division does not conduct materials or compaction testing; the developer or his contractor is responsible for any such tests requested by the City.
