The City of Waynesboro is revising the City’s Zoning District Map as part of a comprehensive revision to Chapter 98 of the City Code, the Zoning Ordinance. Notices were sent on September 24th to individual property owners whose property is proposed to be redistricted to address zoning text changes, non-conformities, or to address Comprehensive Plan goals.
Generally, there were four types of owners who received letters for the following reasons:
- Owners of Commercial or Industrial Zoned Properties: The new zoning ordinance replaces all of the former zoning districts with new districts. In these new districts, a small number of previously allowed uses are eliminated. For example, nursing homes were previously allowed in the Light Industrial (M-1) District. The new Light Industrial (L-I) District does not allow nursing homes. The vast majority of commercial or industrial owners will not be affected. If your FORMER zoning was commercial or industrial (i.e., C-1, C-2, M-1 or M-2) and you are being redistricted to a PROPOSED L-B, H-B, L-I or H-I district, then you fall into this category
- Owners of C-2 Zoned Commercial Properties: Under the previous zoning ordinance, most of the City’s commercial properties were zoned General Business (C-2). In the new zoning ordinance, the intent is to create commercial districts that reflect the type of businesses found within particular areas of the city. For this reason, the new ordinance creates a Local Business (L-B) District and a Highway Business (H-B) District. The C-2 properties with existing commercial uses will be divided into one of these two districts depending on their location and surrounding uses. If your FORMER zoning was C-2 and you are being redistricted to a PROPOSED L-B district, then you fall into this category.
- Homeowners of commercially/ industrially zoned parcels. Throughout the city, there are numerous homes on properties that are commercially and industrially zoned. With the new map, many of these properties are proposed to be redistricted to an appropriate residential zoning district. If your FORMER zoning was commercial or industrial (i.e., C-2, M-1 or M-2) and you are being redistricted to a PROPOSED Residential General (RG-5) district, then you fall into this category.
- Homeowners of RB-3 zoned properties: In Basic City, there are is a large area of existing single-family homes that are zoned for multi-family housing (High Density Dwelling (RB-3)). If your FORMER zoning was for multi-family (RB-3) and you are being redistricted to a PROPOSED Residential General (RG-5) district, then you fall into this category.
To determine how you will be affected, FIRST look on the back of this letter. Above your name, you will see your FORMER zoning district and your PROPOSED zoning district. Look at the list of permitted uses in your FORMER district and compare this list with those uses permitted in the PROPOSED district.
