The City's Greenway Master Plan envisions a network of safe and beautiful trails connecting all the major parks and neighborhoods of the City. The South River Greenway Phase 3 is an attempt to continue the realization of that plan. Phase III has been funded by a state grant that cannot be used for other purposes. In September of 2019, responding to a lengthy period of citizen outreach, City Council instructed staff to shift from the originally proposed route and focus on 14th Street.
After constructive feedback from citizens at the Design Public Hearing for Design Alternative A, held in the summer of 2021, Staff, VDOT Local Assistance Division, and Council discussed a scaled-back plan that would retain a Wayne Avenue crossing and construct sidewalk, curb and gutter, and ADA compliant ramps from Wayne Avenue to Magnolia Avenue.
The objective of this phase is to design and construct a safe and enjoyable experience for pedestrians and bicyclists within the existing right of way to Ridgeview Park from the current terminus of the Greenway at Loth Springs.
City Staff and McCormick Taylor Engineering will hold a design public hearing on Monday, August 8th, 2022 from 4:30-6:30 P.M. at the Waynesboro Public Library. The meeting will be downstairs in Meeting Room A.
At this hearing, citizens can see the revised designs in an open house format. Proposed improvements include new sidewalk, sidewalk repairs, improvements to ADA ramps/crossings, curb and gutter, drainage, new signs, and pavement markings to include sharrows.
