NOTICE OF PUBLIC NEEDS HEARING
CITY OF WAYNESBORO, VA
FY 2023 CONSOLIDATED ANNUAL ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

Notice is hereby given that the City of Waynesboro, VA is currently preparing its FY 2023 Annual Action Plan. The City will receive FY 2023 Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) and will conduct its second public hearing on the use of these funds for FY 2023 (October 1, 2023 – September 30, 2024). In accordance with the Final Rule for consolidation of the CDBG Program, 24 CFR Part 91, et. al., the City will prepare an Annual Plan, which will be submitted to HUD on or before August 14, 2023, as required by HUD under this program.

In accordance with the City of Waynesboro’s Citizen Participation Plan, the City will hold a community development and housing needs hearing on April 13, 2023, at 5:00 p.m. at the following location:

The purpose of these public hearings is to: 

1. Obtain the views and comments of individuals and organizations concerning the City’s housing and community development needs. The information gathered will be used in the preparation of the Annual Action Plan submission for the FY 2023 Program Year.
2. Review the City’s Community Development Block Grant Program and provide an opportunity for the public to comment on past program performance.
3. Summarize the Annual Action Plan process and obtain the views of citizens, public agencies, and others interested in the housing and community development needs of the City.

 The City expects to publish a summary of its proposed Annual Action Plan for FY 2023 on or before June 15, 2023. A copy of the document will be placed on public display for a thirty (30) day review period beginning on or before July 1, 2023. A public hearing will be duly advertised and conducted to present the proposed plan to the public. The City will consider comments on the proposed plan prior to adoption by the Waynesboro City Council on or before August 10, 2023. Proper notice of the display date and subsequent public hearing will be properly advertised. The City intends to submit its FY 2023 Annual Action Plan to HUD on or before August 14, 2023

The meeting on February 28th was the first of two opportunities for the public to provide input and comments on needs related to the City of Waynesboro’s CDBG program. The City intends to hold another public needs meeting during the month of March or April 2023. Once the City decides on the location of this meeting, the City will duly advertise this meeting and provide details as to the date, time, and location of the meeting.
