Any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion.
3.a.

Council Meeting Minutes:

Consider approving the minutes from the October 28, 2019 Regular Business Meeting, and dispense with the reading of the minutes.
3.b.

Recycling Vendor Costs:

Second consideration/adoption of an ordinance appropriating a portion of the net position in the Refuse Fund in the amount of $17,585 for the Refuse Fund, for increased costs associated with recyclable material disposal.
3.c.

District Courthouse Surveillance Camera:

Second consideration/adoption of an ordinance appropriating a portion of the Courthouse Security Restricted Reserve, in the amount of $1,135, to the General Fund, for a surveillance camera in the District Court Building.
3.d.

Appointment to Library Board of Trustees:

Consider appointing a candidate to the Library Board of Trustees for an unexpired four-year appointment ending August 31, 2021.

PROCLAMATION AND REPORT – HUNGER AND HOMELESSNESS:


Receive a report from the WARM Shelter regarding hunger and homelessness in the City of Waynesboro, and consider presenting a proclamation to Ms. Debra Freeman-Belle naming the week of November 18-24 as Hunger and Homelessness Awareness Week in the City of Waynesboro, VA.

ORDINANCE – CODE AMENDMENT – STORMWATER FEES:


Consider introducing an ordinance amending the Code of the City of Waynesboro Chapter 30, specifically, Article II, Sec. 30-30. - Permits; fees; security for performance; Article III, Sec. 30-41 – Definitions; Article III. – Stormwater Management, Sec. 30-54. – Fees; and, Article III. Sec. 30-58. – Stormwater utility fee.

APPROPRIATION ORDINANCES:

7.a.

Virginia Tiered Systems of Supports PBIS State Grant:

In the amount of $28,659 to the School Funds for stipends and staff development.

Planning Grant for extended Year Programs/Year-Round School Programs:

 In the amount of $100,000, to the School funds for stipends, consultants, materials, and supplies.
7.c.

Adult Education and Family Literacy Act Federal Grant Funds:

 In the amount of $8,449, to the School Funds to be used to operate the Regional Adult Basic Education, High School Equivalency, English Language Acquisition, and Workforce Training Programs.

ORDINANCE – FIRE BOARD FUNDS:

Consider introducing an ordinance appropriating the remaining 2019 Fire Board Funds, in the amount of $198,200, to the General Fund, for Fire Board related expenditures.
9.

ORDINANCE – FIRE TANKER TRUCK REPAIRS:

Consider introducing an ordinance appropriating insurance proceeds received during FY19, in the amount of $23,624, to the General Fund, for repairs made to a fire tanker truck.
