Consider approving an application from the Parks and Recreation Department to serve beer (in accordance with all relevant ABC regulations) to participants in the Mad Anthony Mud Run in Coyner Spring Park on Saturday, February 29, 2020.

RESOLUTION – CONSTITUTIONAL CITY:


Consider adopting a resolution supporting the Second Amendment of the United States Constitution and naming Waynesboro, Virginia a Constitutional City of Virginia.

PROCLAMATION – BLACK HISTORY MONTH:


Consider presenting a proclamation to Ms. Estello Randolph, Black History Museum, naming February, 2020 as Black History Month in the City of Waynesboro.

AFTON EXPRESS TRANSIT SERVICE:


Consider endorsing a Letter of Commitment supporting the Afton Express Transit Service.

8.

PUBLIC HEARING – CHICUREL LANE CLOSURE:


Hold a public hearing to receive public comments and consider introducing an ordinance approving a request by Waynesboro Hotel, LLC to dissolve lot lines and vacate a portion of the undeveloped Chicurel Lane right of way at City tax map 51-18-3 and 51-18-4, to allow for construction of Chicurel Lane and a new hotel.

Consider introducing an ordinance creating a Technology Zone (TZ) in the City of Waynesboro as a marketing tool to attract and expansion businesses in the City of Waynesboro.

Consider introducing an ordinance adopting a new Section 1 of Article I, Chapter 86, of the City Code of Waynesboro relating to the adjustment of utility invoices.

ORDINANCE – COMMISSIONER OF THE REVENUE SECURITY WINDOW:


Consider introducing an ordinance appropriating passport fees, in the amount of $6,700 to the General Fund, to replenish the City Manager’s Contingency Account for expenditures related to a security window installation in the Commissioner of the Revenue’s Office.

Consider introducing an ordinance appropriating $20,801 of State Categorical $4-For-Life Funds to the General Fund, for pass-through to the Waynesboro First Aid Crew.

Consider introducing an ordinance appropriating a Virginia Tourism Corporation Grant in the amount of $7,500 to the General Fund, to reimburse for advertising expenditures in the Tourism Department.

ORDINANCE – SCHOOLS FUND BALANCE TRANSFER:


Consider introducing an ordinance appropriating a portion of Assigned Fund Balance, in the amount of $229,619, to the Schools, for the fiscal year ending June 30, 2020.

ORDINANCE – SCHOOLS VALLEY ACADEMY GRANT:


Consider introducing an ordinance appropriating Valley Academy for the Local Divisions Grant funds, in the amount of $14,043, to the School funds, for salaries and benefits.

VALLEY COMMUNITY SERVICES BOARD APPOINTMENT:


Consider appointing a candidate to the Valley Community Services Board for an unexpired three-year term ending June 30, 2022.

18.

PARKS AND RECREATION COMMISSION APPOINTMENT:


Consider appointing a candidate to the Parks and Recreation Commission for an unexpired four-year term ending August 31, 2021.
