Council Meeting Minutes:

Consider approving the January 14, 2019 Council Meeting minutes and dispense with the reading of the minutes.
2.b.

Second consideration/adoption of the following previously-introduced appropriation ordinances:

b) Solid Waste and Recycling System Evaluation ($52,000).
c) A Street Bridge Replacement Project ($292,393).
d) Florence Avenue Bridge Project ($47,819).
e) Community Development Block Grant Refinanced ($14,180).
f) Downtown Restaurant Trash Receptacles ($7,000).
g) School Debt Service Payment ($576,040).
h) Ridgeview Park Tree Clean Up ($30,748).
i) Plumb House Maintenance ($13,000).

PROCLAMATION – BLACK HISTORY MONTH:


Proclaim February, 2019 as Black History Month in the City of Waynesboro, and advise the proclamation be provided to Ms. Estello Randolph at the Black History Museum.

PRESENTATION: ROSSER AVENUE TRAFFIC STUDY


Ms. Ann Cundy, Central Shenandoah Planning District Commission, and Mr. Grant Sanders, Virginia Department of Transportation, will provide an overview of the results and recommendations of the Rosser Avenue (Route 340) Corridor Study.

PRESENTATION – PLANNING COMMISSION ANNUAL REPORT:


Receive a presentation from Mr. Andrew Kelly, Chair of the Planning Commission, of their 2018 Annual Report.

PUBLIC HEARING:

7.a.

Rezone 588 North Bayard Avenue:

Hold a public hearing to receive public comments and consider introducing an ordinance approving a request from Mr. Darrell Cole to rezone 588 North Bayard Avenue, City Tax Map No. 37-1-4-1 through 37-1-4-9 from L-I Light Industrial to RG-5 General Residential.

7.b.

Draft Transportation Plan:

Hold a public hearing to receive public comments and consider introducing an ordinance regarding a recommendation to approve the draft Transportation Plan, to serve as a supplement to the City’s Comprehensive Plan.

8.

APPLICATION - SOUTH RIVER FLY FISHING EXPO:

Consider approving the application by Destination Downtown Waynesboro to allow the sale and consumption of alcohol in association with the South River Fly Fishing Expo from Saturday, April 27, 2019 to Sunday, April 28, 2019.

APPROPRIATION ORDINANCES:

9.a.

Virginia Tourism Corporation Grant:

Appropriating a Virginia Tourism Corporation Grant in the amount of $14,047 to the General Fund, to reimburse for advertising expenditures in the Tourism Department.
9.b.

Schools – Unspent Appropriation Reserve:

Appropriating the General Fund School Unspent Appropriation Reserve, in the amount of $507,768 for transfer to the School Operating Fund, for the fiscal year ending June 30, 2019.
