a.    Consider adopting the minutes of the January 23, 2023 Regular Business Meeting.

CONSIDER ADOPTING A RESOLUTION OF SUPPORT FOR A 2023 REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY (RAISE) TRANSPORTATION GRANT APPLICATION FOR THE WAYNESBORO WESTERN PORTAL TRAIL TO THE CLAUDIUS CROZET BLUE RIDGE TUNNEL.

CONSIDER ADOPTING A RESOLUTION APPROVING THE CITY OF WAYNEBORO’S PARTICIPATION IN THE PROPOSED SETTLEMENT OF OPIOID-RELATED CLAIMS AGAINST TEVA, ALLERGAN, WALMART, WALGREENS, CVS, AND THEIR RELATED CORPORATE ENTITIES, AND DIRECTING THE CITY ATTORNEY AND/OR THE CITY’S OUTSIDE COUNSEL TO EXECUTE THE DOCUMENTS NECESSARY TO EFFECTUATE THE CITY’S PARTICIPATION IN THE SETTLEMENTS.

CONSIDER ADOPTING A RESOLUTION APPROVING A WELL ACCESS AGREEMENT BETWEEN THE CITY OF WAYNESBORO AND DUPONT.

CONSIDER APPROVING THE FISCAL YEAR 2024 BUDGET CALENDAR.

CLOSED MEETING

Conduct a closed meeting in order to:  

1.   discuss the award of a public contract involving the expenditure of public funds, including the terms or scope of such contract, where discussion in an open session would adversely affect the City’s bargaining position or negotiating strategy, and the relocation or expansion of business or industry where no previous announcement has been made, relating to Nature’s Crossing Technology Center-Industrial Park, as authorized by sections 2.2-3711(A)(5) and (29) of the Virginia Code; 

2.   discuss the acquisition of real property for the Greenway Trail and for City offices, as authorized by section 2.2-3711(A)(3) of the Virginia Code; and

3.   consult with legal counsel regarding litigation filed by Mike Martin, where such consultation or briefing in open meeting would adversely affect the City’s negotiating or litigating posture, as authorized by section 2.2-3711(A)(7) of the Virginia Code.
