Council Meeting Minutes:

Consider approving the February 25, 2019 Council Meeting minutes and dispense with the reading of the minutes.

Electronic Summons System Assessment – Chapter 1, Section 14.

Precious Metals Dealers – Chapter 22, Article III, Section 22-122 and 22-124.

RESOLUTION – INITIATE CITY ZONING CODE AMENDMENT:


Consider adopting a resolution initiating an amendment to the Zoning Code of the City of Waynesboro, Chapter 98 Section 15.2-2286(A)(7), to allow electronic changeable copy signs in residential districts as accessories to publicly owned government facilities.

APPLICATION – ROSENWALD COMMUNITY BLOCK PARTY:


Consider approving an application from the Parks and Recreation Department to partially close the alley adjacent to the Rosenwald Community Center, from Short Street entrance to the edge of the parking area, on Saturday, May 11, 2019 from 12:30 p.m. until 4:00 p.m., in association with the Rosenwald Community Block Party.

CODE AMENDMENT – RECREATION COMMISSION:

Consider introducing an ordinance amending the City Code of Waynesboro Chapter 54, Article II, Sections 26 and 27, Composition, Election of Members, and Terms of Members of the Recreation Commission.
7.

APPROPRIATION ORDINANCES:

7.a.

Parks and Recreation Vehicles:

Appropriating a portion of Parks and Recreation funds in the General Fund, in the amount of $461, to transfer to the Equipment Fund, to cover the excess costs of vehicle accessories.
7.b.

Schools – Adult Education and Family Literacy Act Federal Grant:

 appropriating an Adult Education and Family Literacy Act Federal grant, in the amount of $42,278, to the School Funds to be used to operate the Regional Adult ABE, GED, ESOL, and Citizenship Classes.
7.c.

Schools – Integrated English Literacy And Civic Education Federal Grant:

Appropriating an Integrated English Literacy and Civic Education Federal Grant, in the amount of $7,919, to the School Funds to be used to operate the Regional Adult ESOL and Citizenship Classes.
7.d.

Schools – Title I Part A Federal Grant:

 Appropriating a Title I Part A Federal Grant in the amount of $75,000 to the School Funds for salaries at Wenonah and William Perry Elementary Schools.
7.e.

Schools – Title II, Part A, Federal Grant:

Appropriating a Title II, Part A Federal Grant in the amount of $17,000 to the School funds for salary expenses.
7.f.

Schools – Plugged in Virginia State Grant:

appropriating a Plugged in Virginia Grant, in the amount of $3,392, to the School Funds, to be used to operate the Regional Adult Education and Training Classes.
7.g.

Schools – Title IV Part A Student Support and Academic Enrichment State Grant:

Appropriating a Title IV Part A Student Support and Academic Enrichment Grant in the amount of $12,575, to the School Funds for support staff stipends and staff development.
