CONSENT AGENDA:

a. Consider approval of June 8, 2020 Regular Business Meeting Minutes.
b. Courthouse Security Funding:  Second consideration/adoption of an ordinance assessing costs in each criminal or traffic case for funding of Courthouse Security pursuant to VA Code 53.1-120.

APPROPRIATION ORDINANCE - CARES ACT GRANT PROGRAM – RENAISSANCE FUND:


Second consideration/adoption of an ordinance appropriating funds from the CARES ACT in the amount of $100,000 to the General Fund, for an Economic Development Business Grant Program.

PUBLIC NEEDS HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT – FEDERAL FY2020 ANNUAL ACTION PLAN:


Hold a public hearing to receive public comments and receive a report from Mr. Luke Juday, Director of Planning, regarding the Federal Fiscal Year 2020 Annual Action Plan.

CITY CODE AMENDMENT – CHAPTER 86 UTILITIES:


Consider adopting an ordinance revising the Code of the City of Waynesboro, Chapter 86 Utilities, Article III (Sewers and Wastewater), Section 86-91 through 86-181 as it pertains to sanitary sewer industrial pretreatment program.

REPORT – VDOT STARS PROGRAM STUDY:


Receive a report from the Virginia Department of Transportation and ATCS consultants regarding a VDOT Strategically Targeted Affordable Roadway Solutions (STARS) program study, the “U.S. Route 250 Corridor Improvement Study from White Bridge Road (Augusta County) to Hopeman Parkway (Waynesboro)”.

EMERGENCY ORDINANCE EXTENDING MORATORIUM ON PENALTIES, FEES, AND INTEREST UPON UNPAID UTILITY PAYMENTS DURING THE COVID-19 PANDEMIC:


Consider introducing and adopting an emergency ordinance forgiving penalties, fees and interest on unpaid utility payments, and suspending cutoffs for non payment, through the period ending July 31, 2020.

APPROPRIATION ORDINANCE – CARES ACT:


Consider adopting an ordinance appropriating federal grant monies, in the amount of $511,000, to various funds, for goods and services rendered that are eligible for allocation to the CARES Act.

APPROPRIATION ORDINANCE – SHENANDOAH VALLEY ANIMAL SERVICES CENTER:


Consider introducing and adopting an ordinance appropriating miscellaneous gifts and donations to the Shenandoah Valley Animal Service Center, in the amount of $70,655, to the SVASC Fund, for goods and services rendered.

2. Comments may be submitted online at www.waynesboro.va.us.  Comments submitted prior to 5:00 p.m. on Monday, June 22, 2020 will be noted at the meeting and incorporated in the minutes of the meeting.
3. Citizens may call in comments after each public hearing or the citizen comment period is opened.  Calls will be answered in the order in which they are received.
