a. Approval of June 22, 2020 Regular Business Meeting Minutes.
b. Code Amendment – Chapter 86 Utilities:  Second consideration/adoption of an ordinance revising the Code of the City of Waynesboro, Chapter 86 Utilities, Article III (Sewers and Wastewater), Section 86-91 through 86-181.
c. Appropriation Ordinance – CARES ACT:  Second consideration/adoption of an ordinance appropriating $50,000 from the CARE ACT to the General Fund, for an economic Development Business Grant Program for the fiscal year ending June 30, 2021.

RESOLUTIONS – VIRGINIA DEPARTMENT OF TRANSPORTATION SMART SCALE PROJECTS:

Receive a report and recommendation from Mr. Luke Juday, Director of Planning, and consider adopting resolutions of support for Virginia Department of Transportation SMART SCALE grant applications:

a. A resolution of support for the $2.3 million Broad Street Streetscape Project SMART SCALE grant application;
b. A resolution of support for the $845,775 Rosser Avenue (Route 340) Corridor SMART SCALE grant application;
c. A resolution of support for the $5.2 million US 250 (West Main Street) SMART SCALE grant application;
d. A resolution of support for the $5.6 million Crozet Tunnel Trail SMART SCALE grant application.

VIRGINIA WATER AND WASTEWATER AGENCY RESPONSE NETWORK MUTUAL AID AGREEMENT:


Consider adopting a resolution authorizing execution of the Virginia Water and Wastewater Agency Response Network Mutual Aid Agreement.

Receive a report regarding the proposed Federal Fiscal Year 2020 Community Development Block Grant Annual Action Plan.

Consider introducing an ordinance appropriating $800,707 of funds for the Community Action Partnership Staunton Augusta Waynesboro (CAPSAW) Operating Budget.

APPROPRIATION ORDINANCE – VALLEY COMMUNITY SERVICES BOARD:


Consider introducing an ordinance appropriating $50,000 of funds to the Valley Community Services Board to be used to provide care for homeless populations provided to mitigate COVID-19 effects and enable compliance with COVID-19 public health precautions.

3. Citizens may call in comments after the citizen comment period is opened.  Calls will be answered in the order in which they are received.
