Approval and dispense with the reading of the minutes.

Waynesboro Place Planned Unit Development:

Second consideration/adoption of an ordinance to amend proffers to release the specific provision to construct or reconfigure the I-64 Exit 94 westbound off-ramp onto Rosser Avenue.

Commissioner of the Revenue:

 Consider reimbursing a business $4,217.86 plus interest for 2017 business license tax paid in error.

PUBLIC HEARING AND RESOLUTION – WAYNESBORO COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT COMMUNITIES FISCAL YEAR 2018 ANNUAL ACTION PLAN:

Hold a public hearing to receive public comments and consider adopting a resolution approving a Waynesboro CDBG Entitlement Communities FY18 Annual Action Plan and authorize the City Manager to submit the AAP to the Housing and Urban Development (HUD).

PUBLIC HEARING – APPLICATION FOR CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY:


Hold a public hearing to receive public comments and consider approving an application for a Certificate of Public Convenience and Necessity for G&C Transportation Service.

RESOLUTIONS – VIRGINIA DEPARTMENT OF TRANSPORTATION SMART SCALE PROJECTS:

Receive a report and recommendation from the Deputy City Manager and consider resolutions of support for Virginia Department of Transportation SMART SCALE grant applications:

a) A resolution of support for the $1.9 Broad Street Streetscape Project SMART SCALE grant application;
b) A resolution of support for the $420,000 Rosser Avenue and 13th Street Roundabout SMART SCALE grant application;
c) A resolution of support for the $1.03 million East Main Street Streetscape Project SMART SCALE grant application;
d) A resolution of support for the $11.9 million Lew Dewitt Boulevard-Rosser Avenue Connector Road SMART SCALE grant application.

RESOLUTION AND SECOND CONSIDERATION OF ORDINANCE – CITY CODE AMENDMENT – ACKNOWLEDGE APPOINTMENT OF DEPUTY FIRE MARSHALL AND CONFER POLICE POWERS TO FIRE MARSHALL AND DEPUTY FIRE MARSHAL:

Consider adopting a resolution acknowledging Mr. George Fitzgerald IV as a Deputy Fire Marshal and consider adopting an ordinance authorizing or conferring police powers to the Fire Marshall and Deputy Fire Marshal.

HUMAN RESOURCES – AMENDMENT TO RETIREMENT BENEFITS ELIGIBILITY:


Consider approving a revision to the City’s Retirement Benefits Eligibility Policy to coordinate with Virginia Retirement System language and align with current practice.

ORDINANCE – FLORENCE AVENUE AND BETA STREET STORMWATER:

Consider introducing an ordinance appropriating Community Development Block Grant proceeds in the amount of $17,487 to the Capital Projects Fund for transfer to the General Sewer, and Stormwater Funds to reimburse for expenses associated with the Florence Avenue and Beta Street Stormwater projects.

ORDINANCE – FACILITY MAINTENANCE RESERVE:

Consider introducing an ordinance appropriating $398,510 of General Fund Unassigned Fund Balance for transfer to the Facility Maintenance Reserve.

ORDINANCE – OFFICE ON YOUTH – NEEDS ASSESSMENT EXPENSES:

Consider introducing an ordinance appropriating a donation in the amount of $8,000 from Community Foundation of the Central Blue Ridge to the Youth and Family Services Fund for needs assessment expenses.
