Consider approving the July 8, 2019 Work Session and Regular Business Meeting, and the July 17 Joint City Council/School Board Meeting minutes, and dispense with the reading of the minutes.

Commissioner of the Revenue Tax Refund:

Consider approving a request from the Commissioner of the Revenue to refund $3,155.73 plus interest to a business for 2019 service business license tax paid in error.

PUBLIC HEARING – CONDITIONAL USE PERMIT FOR 430 EAST MAIN STREET, WAYNESBORO:


Hold a public hearing to receive public comment and consider introducing an ordinance for a conditional use permit request by KRB Land, LLC to allow for a vehicle sales, rental, or leasing facility use at 430 East Main Street, City Tax Map Parcel 46-1-63-7.

PUBLIC NEEDS HEARING – COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS:


Hold the second public hearing to receive public input related to housing and community development needs in the City for specific federal Community Development Block Grant (CDBG) funds, and after receiving input, consider adopting a resolution approving the FY2019-2023 Five-Year Consolidate Plan and FY2019 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant.

APPLICATION – 2019 CHRISTMAS PARADE:


Consider approving an application from the Parks and Recreation Department to close designated streets and for amplified sound on Saturday, December 7, 2019 from 3:30 p.m. until 9:30 p.m. for the annual Downtown Christmas Parade.

APPOINTMENT – VALLEY COMMUNITY SERVICES BOARD:


Consider appointing a candidate to the Valley Community Services Board for a three-year appointment ending June 30, 2022.

SCHOOL APPROPRIATION ORDINANCES:

a) Perkins Career and Technical Education Grant:  Appropriating a Career and Technical Education Grant, in the amount of $9,954, to the School Funds to be used to purchase specialized furniture for the new CTE Annex.
b) Project Hope Grant:  Appropriating Project Hope Grant funds, in the amount of $11,923, to the School Funds for salaries, materials, and transportation costs.
c) School Improvement Grant – Kate Collins Middle School:  Appropriating a School Improvement Grant, in the amount of $75,674, to the School Funds to be used for support staff stipends, development materials, classroom substitutes, and online assessment and monitoring programs at Kate Collins Middle School.
d) School Improvement Grant – William Perry School:  Appropriating a School Improvement Grant, in the amount of $79,031, to the School Funds to be used for support staff stipends, development materials, classroom substitutes, and online assessment and monitoring programs at William Perry Elementary School.
e) Valley Academy Regional Alternative Education Program:  Appropriating funding for Valley Academy Regional Alternative Education Program, in the amount of $456,500, to the School Funds.

Consideration of personnel matters regarding the assignment, appointment, promotion, performance, benefits, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of the City, as permitted by Virginia Code section 2.2-3711(A)(1).  The subject matter of the meeting is the performance plans for Charter employees.
