b.    Second consideration/adoption of an ordinance amending Chapter 14, Animals, Article II, Dogs and Cats, of the City Code of Waynesboro, Virginia.

c.    Second consideration/adoption of an ordinance allowing for administrative refunds to be issued to a city taxpayer for erroneously assessed taxes up to a maximum of $10,000.

d.    Issue a proclamation recognizing November 2023 as National American Indian Heritage Month.
