Council Meeting Minutes: Consider approving the following minutes, and dispense with the reading of the minutes:

September 23, 2019 Regular Business Meeting, 
Cancelled October 16, 2019 Regular Business Meeting notice, 
October 17, 2019 Special Called Meeting, and 
October 17, 2019 Joint City Council and School Board Meeting.

Fiscal Year 2021 Budget Calendar:

Consider affirming the Fiscal Year 2021 Budget Calendar.

Boards and Commissions Appointments:

c. Appointment – Regional Youth Commission:  Consider appointing a candidate to the Regional Youth Commission as a youth representative for a one-year term ending August 31, 2020.
d. Appointment - Parks and Recreation Commission:  Consider appointing a candidate to the Parks and Recreation Commission for a four-year term ending August 31, 2023.
e. Appointment – Library Board of Trustees:  Consider appointing a candidate to the Library Board of Trustees for a four-year term ending August 31, 2023.

PROCLAMATION – SMALL BUSINESS SATURDAY:


Consider issuing a proclamation promoting shopping at local independently-owned businesses by naming Saturday, November 30, 2019 as Small Business Saturday in the City of Waynesboro.

REPORT – SOLID WASTE AND RECYCLING SYSTEM:


Receive a report from SCS Engineers regarding a “Solid Waste and Recycling System Evaluation” for the City of Waynesboro.

RESOLUTION – WAYNESBORO/AUGUSTA HEALTH FUNDING SERVICES:


Consider adopting a resolution authorizing the City Manager to execute an agreement between the Virginia Department of Health and the City Council of Waynesboro for funding and services for the Waynesboro/Augusta Health Department.

RESOLUTION – NORTH PARK REMEDIATION:


Receive a presentation from Mr. Dwayne Jones, Parks and Recreation Director, regarding stream bank remediation in North Park and consider adopting a resolution approving a temporary easement for the subject work.

RESOLUTION – 2020 CENSUS COMPLETE COUNT COMMITTEE:


Consider adopting a resolution authorizing the creation of a 2020 Census Regional Joint Complete Count Committee with the City of Staunton and County of Augusta.

Consider adopting an ordinance appropriating Chesapeake Bay Grant Funds in the amount of $3,000 to the Stormwater Fund, to purchase signage.

ORDINANCE – PORT REPUBLIC ROAD/FLORENCE AVENUE NEIGHBORHOOD PLAN:


Consider adopting an ordinance appropriating CDBG Program Income, in the amount of $5,773 and the liquidation of the CDBG Reserve Account in the amount of $23,180, to the Capital Improvement Projects Fund, for consulting services to develop a Port Republic Road/Florence Avenue Neighborhood Plan.

ORDINANCE – RECYCLING VENDOR COSTS:


Consider introducing an ordinance appropriating a portion of the net position in the Refuse Fund, in the amount of $17,585 to the Refuse Fund, for increased costs associated with recyclable material disposal.

ORDINANCE – POLICE DEPARTMENT – BEDFORD COUNTY REIMBURSEMENT:


Consider adopting an ordinance appropriating funds received from Bedford County, in the amount of $3,793, to the General Fund, for reimbursement of travel expenditures in the Police Department.

ORDINANCE – DISTRICT COURTHOUSE SURVEILLANCE CAMERA:


Consider introducing an ordinance appropriating a portion of the Courthouse Security Restricted Reserve, in the amount of $1,135, to the General Fund, for a surveillance camera in the District Court Building.
