Hold a public hearing to receive public comment and consider introducing an ordinance amending City Code Chapter 98 of the Zoning Ordinance to add a new zone, tentatively designated the “MX-B (Mixed Business) Zone.”

PUBLIC HEARING – ZONING TEXT AMENDMENT - SIGNS


Hold a public hearing to receive public comment and consider introducing an ordinance amending City Code chapter 98 (Zoning Ordinance) sections 5.6 “Signs”, and 9.3 “Enforcement procedure and remedies”.

PUBLIC HEARING – BUDGET ORDINANCES

Hold a public hearing to receive public comment on budget ordinances items 9 and 10 in the amount of $2,338,225.

APPROPRIATION ORDINANCES – CONSIDER INTRODUCING THE FOLLOWING ORDINANCES


a. Encumbrance Rollforward:  Appropriate encumbrances from the Fiscal Year 2020 to the Fiscal Year 2021 to various funds in the amount of $1,245,996;
b. School Ordinance – Unassigned Fund Balance:  Appropriating Unassigned Fund balance in the Multi-year Fund, in the amount of $51,273, to the School Funds to be used for stipends, purchased services, materials and travel;
c. Sales and Meals Tax Revenue:  Appropriating Sales and Meals Tax revenues in the amount of $300,000 to the General Fund, for various operational increases.

10.

APPROPRIATION ORDINANCES – CONSIDER INTRODUCING AND ADOPTING THE FOLLOWING ORDINANCES


a. Schools – Planning Grant:  Appropriating a Planning Grant for extended year programs/year-round school programs, in the amount of $600,000 to the School Funds for stipends, consultants, materials and supplies;
b. Schools – Carry Forward Virginia Tiered Systems of Support PBIS State Grant:  Appropriating Carry Forward Virginia Tiered Systems of Supports (VTSS) PBIS State Grant funds, in the amount of $19,958, to the School Funds to be used for salaries, purchased services, and supplies;
c. Schools – Title I School Improvement Grant:  Appropriating Title I School Improvement Grant funds, in the amount of $19,574, to the School Funds to be used for teacher salaries at Wenonah elementary School;
d. Schools – Perkins V-CTE Grant:  Appropriating Perkins V-CTE Grant funds, in the amount of $11,424, to the School Funds to be used for technology support at Waynesboro High School and Kate Collins Middle School;
e. Schools - Augusta Health Foundation Grant:  Appropriating Augusta Health community Foundation Grant funds, in the amount of $90,000, to the School Funds to be used to purchase a food trailer.

RESOLUTION – SCENIC RIVER


Consider adopting a Resolution of Support for the Virginia Scenic River Designation of the South River From S. Oak Lane to Hopeman Parkway.

1. Citizens may address Council in person during the public hearing(s) and/or citizen comment period at that time;
2. Citizens may email comments prior to 5:00 p.m. on Monday, November 9, 2020 to the Clerk of the Council at bortleje@ci.waynesboro.va.us.  Please identify your name and home address and topic of your comment.  Comments will be noted at the meeting and incorporated in the minutes of the meeting.
3. Comments may be submitted online at www.waynesboro.va.us.  Comments submitted prior to Monday, November 9, 2020 at 7:00 p.m. will be noted at the meeting and incorporated in the minutes of the meeting. 
4. Citizens may call in comments when the Public Hearing or Citizen Comment Period is opened.  Calls will be answered in the order in which they are received.
