Any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion.

Council Meeting Minutes:

Consider approving the following minutes and dispense with the reading of the minutes:  October 19, 2018 Finance Committee Meeting, October 22, 2018 Regular Business Meeting, and the October 29, 2018 Joint City Council/School Board Citizen Meeting.
2.b.

Second consideration/adoption of the following appropriation ordinances:

b) Old Presbyterian Church Cemetery Fencing ($3,429)
c) Schools Inclusive Practice Partnership Grant ($3,000)
d) Schools Title IV Part A Student Support and Academic Enrichment Grant ($17,000)
e) Schools Workplace Readiness Skills for the Commonwealth Grant ($5,955)

PROCLAMATION – SMALL BUSINESS SATURDAY:


Consider issuing a proclamation promoting shopping at local independently-owned businesses by naming Saturday, November 24, 2018 as Small Business Saturday in the City of Waynesboro.

PUBLIC HEARING – CITY CHARTER AMENDMENTS:

Hold a public hearing to receive public comments and consider introducing a resolution requesting the General Assembly introduce a bill amending the Charter of the City of Waynesboro, including: 1) amending the date and time of the annual City Council organizational meeting to coincide with the first regular meeting of City Council in July; 2) amending the consideration of an ordinance by City Council from twice to once; and 3) confirming that application to the Board of Equalization is a prerequisite to the jurisdiction of the Circuit Court with respect to assessment disputes.

RESOLUTION: AUGUSTA HEALTH CORPORATION CERTIFICATE OF PUBLIC NEED PROGRAM:


Consider adopting a resolution in support of Virginia’s Certificate of Public Need Program for medical facilities, and as requested by Augusta Health.

APPROPRIATION ORDINANCES:

7.a.

Waynesboro Redevelopment and Housing Community Development Block Grant:

Appropriating Community Development Block Grant Program income, in the amount of $9,000, to the Capital Projects Fund, for transfer to the CDBG Restricted Reserve Account to be used for a future CDBG Project.

Blue Ridge Community College Online Outpost and JOBS Program:

Appropriating a portion of the Government Facilities Maintenance Reserve, in the amount of $28,335, to the General Fund, to support joint operations with Blue Ridge Community College, Online Outpost and GO Virginia Cyber-Security Workforce Development and Jobs Program.

Appropriating a portion of the Capital Projects Equipment and Facilities Maintenance Reserve, in the amount of $170,000, to the Capital Projects Fund, for engineering and design work at Sunset Park.

Replenish Contingency Account - City Council Technology:

Appropriating a portion of the Government Equipment Replacement Reserve, in the amount of $6,300, to the General Fund, to replenish the City Manager's Contingency Account from the purchase of technology for City Council and staff.

Courthouse Cell Phone Storage Lockers:

Appropriating a portion of the Courthouse Security Reserve, in the amount of $1,280, to the General Fund, to purchase cell phone storage lockers for the Courts.

Schools - Perkins Career and Technical Education Grant:

Appropriating a Perkins Career and Technical Education Grant, in the amount of $10,896, to the School Funds for increased support to the Career Coach Position at Waynesboro High School.

Schools - State Equipment Grant:

Appropriating a State Equipment Grant, in the amount of $9,439, to the School Funds to be used to upgrade CTE Computer Labs at Kate Collins Middle School and Waynesboro High School.
