CONSENT AGENDA:

a. Council Meeting Minutes:  Minutes from the November 9, 2020 Regular Business Meeting.
b. Code Amendment – Zoning Text Amendment - New Zone:  Ordinance amending City Code Chapter 98 of the Zoning Ordinance to add a new zone, tentatively designated the “MX-B (Mixed Business) Zone.”
c. Code Amendment – Zoning Text Amendment - Signs - Ordinance amending City Code chapter 98 (Zoning Ordinance) sections 5.6 “Signs”, and 9.3 “Enforcement procedure and remedies”.
d. Encumbrance Rollforward:  Ordinance appropriating encumbrances from the Fiscal Year 2020 to the Fiscal Year 2021 to various funds in the amount of $1,245,996.
e. School– Unassigned Fund Balance:  Ordinance appropriating Unassigned Fund balance in the Multi-year Fund, in the amount of $51,273, to the School Funds to be used for stipends, purchased services, materials and travel.
f. Sales and Meals Tax Revenue:  Ordinance appropriating Sales and Meals Tax revenues in the amount of $300,000 to the General Fund, for various operational increases.

Receive the City’s FY2021 First Quarter Financial Report for the period ending September 30, 2020.

RESOLUTION – WAYNESBORO CAFETERIA PLAN


Consider adopting a resolution amending Waynesboro’s Cafeteria Plan as pertains to Health Flexible Spending Accounts and Dependent Care in accordance with provisions of the Federal CARES Act.

APPROPRATION ORDINANCE – FUND BALANCE TRANSFER


Consider introducing an ordinance appropriating fund balance from fiscal year 2020 to various funds to provide hazard pay and bonuses to City employees.

The Waynesboro City Council encourages the participation of all City citizens.  Citizen comments are welcome by submitting them per the instructions that follow.  

Citizens who wish to make comments during the Citizen Comment Period may do so in the following ways:

1. Citizens may email comments prior to 5:00 p.m. on Monday, November 23, 2020 to the Clerk of the Council at bortleje@ci.waynesboro.va.us.  Please identify your name and home address and topic of your comment.  Comments will be noted at the meeting and incorporated in the minutes of the meeting.
2. Comments may be submitted online at www.waynesboro.va.us.  Comments submitted prior to Monday, November 23, 2020 at 7:00 p.m. will be noted at the meeting and incorporated in the minutes of the meeting. 
3. Citizens may call in comments when the Citizen Comment Period is opened.  Calls will be answered in the order in which they are received.

g. Wait until you are prompted by the moderator, then share your comments with Council.  Participants are reminded that though the prerecorded prompts refer to questions, the public hearing and citizen comment portions of the meeting are a time for Council simply to hear your comments.
