Council Meeting Minutes:

Consider approving the minutes from the November 13, 2019 Regular Business Meeting, and dispense with the reading of the minutes.
3.b.

Commissioner of the Revenue – Personal Property Tax Refund Request:

Consider approving a request from the Commissioner of the Revenue to refund $2,598.87 plus interest to a taxpayer for 2019 personal property taxes paid in error.

Ordinance – Code Amendment – Stormwater Fees:

Second consideration/adoption of an ordinance amending Waynesboro City Code Chapter 0, Article II, Sec. 30-30, Article III, Sec. 30-41, Article III Sec 30-54 and Article III Sec. 30-58.

Ordinance – Fire Board Funds:

Second consideration/adoption of an ordinance appropriating remaining Fire Board Funds of $198,000 to the General Fund for Fire Board expenditures.

Ordinance – Fire Tanker Truck Repairs:

Second consideration/adoption of an ordinance appropriating insurance proceeds received during FY19, in the amount of $23,624, to the General Fund, for repairs made to a fire tanker truck.
3.f.

Boards and Commissions Appointments:

f. Cultural Commission Appointment:  Consider appointing a candidate to the Cultural Commission for an unexpired four-year term ending August 31, 2021.
g. Regional Youth Commission Appointment:  Consider reappointing a member to the Regional Youth Commission for a three-year term ending August 31, 2022.

PUBLIC HEARING – CONDITIONAL USE PERMIT – 1015 GARDNER STREET:


Hold a public hearing and consider introducing an ordinance regarding a conditional use permit request by Ms. Ivette Pintor, owner, to install a mobile home at 1015 Gardner Street, City Tax Map 28-2-6-3.

RESOLUTION – NEW STREETS FOR URBAN MAINTENANCE FUNDS:


Consider adopting a resolution certifying new streets for Virginia Department of Transportation (VDOT) Urban Maintenance Funds.

7. REPORT – EAST MAIN STREET CORRIDOR:


Receive a report and recommendations from Crystal Morphis, CEcD, Founder and CEO, Creative Economic Development Consulting, LLC regarding an East Main Street Corridor redevelopment and marketing strategy.

APPOINT VIEWERS – RIGHT OF WAY REQUEST:


Consider appointing three viewers and an alternate to consider the impact of a request by Waynesboro Hotel LLC to dissolve lot lines and vacate a portion of the undeveloped Chicurel Lane right of way at City Tax Map 51-18-3 and 51-18-4, to allow for construction of Chicurel Lane and a new hotel.

ORDINANCE – CIRCUIT COURT STAFFING:


Consider introducing an ordinance appropriating additional funding, in the amount of $21,500, to the general Fund, for temporary staffing in the Circuit Court.

ORDINANCE – CIRCUIT COURT SCANNER:


Consider introducing an ordinance appropriating a portion of the Circuit Court Document Copy Restricted Reserve, in the amount of $600, to the General Fund for a scanner for the Circuit Court.

ORDINANCE – E911 CALL AND TEXT EQUIPMENT:


Consider introducing an ordinance appropriating Virginia Information Technologies Agency E911 Grant Funds in the amount of $196,000, to the General Fund, for upgrades to the E911 call handling and Text-To-911 equipment.

ORDINANCE – SCHOOLS – POST HIGH HOUSE:


Consider adopting an ordinance appropriating gift funds from the Shenandoah Valley Regional Program, in the amount of $3,000, to the School Funds to be used for the Waynesboro Post High House.

ORDINANCE – CODE AMENDMENT – ELDERLY AND DISABLED TAX EXEMPTIONS:


Consider introducing an ordinance amending Section 78-63, Amount of Exemption, of the Code of the City of Waynesboro.

ORDINANCE – LEASE AGREEMENT FOR 937 FIR STREET:


Consider authorizing the City Manager to establish a lease with the Waynesboro Public Schools, for a portion of the property at 937 Fir Street.
