Consider approving the November 13, 2018 Council Meeting minutes and dispense with the reading of the minutes.

Second consideration/adoption of the following previously-introduced appropriation ordinances:

PUBLIC HEARING – CONDITIONAL USE PERMIT FOR WAYNESBORO AREA REFUGE MINISTRY:


Hold a public hearing to receive public comment and consider introducing an ordinance regarding a conditional use permit request by Waynesboro Area Refuge Ministry, Inc., to modify the conditions of its existing CUP (13-091) allowing temporary supportive housing operations at 1035 Fairfax Avenue, City Tax Map number 26-9-1A.

PRESENTATION – STORMWATER PROGRAM:


Receive the Stormwater Program report from the City’s Stormwater Program Manager, Trafford McRae.

RESOLUTION - CITY CHARTER AMENDMENTS:

Consider adopting a resolution requesting the General Assembly to introduce a bill amending the Charter of the City of Waynesboro, including:  1) amending the date and time of the annual City Council organizational meeting to coincide with the first regular meeting of City Council in July; 2) amending the consideration of City Council of ordinances appropriating funds to the City from twice to once; and 3) confirming that application to the Board of Equalization is a prerequisite to the jurisdiction of the Circuit Court with respect to assessment disputes.

RESOLUTION – NEW STREETS FOR URBAN MAINTENANCE FUNDS:


Consider adopting a resolution certifying new streets for Virginia Department of Transportation (VDOT) Urban Maintenance Funds.

ORDINANCE – CITY CODE AMENDMENT CHAPTER 78: TAXATION:

Consider introducing an ordinance amending the Code of the City of Waynesboro to amend Chapter 78, Taxation, Article II, and enact Section 78-32.2, providing for abatement of levies on buildings razed, destroyed, or damaged by fortuitous happenings.

Consideration of personnel matters regarding the assignment, appointment, promotion, performance, benefits, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of the City, as permitted by Virginia Code section 2.2-3711(A)(1).  The subject matter of the meeting is regarding a specific local government employee.
