Appointed to City Council on August 6, 2007. As a charter employee, the Clerk of Council serves at the pleasure of the City Council and is appointed annually. Ms. Bortle graduated with an Associates Degree from the State University of New York in June 1982 and a Bachelor Degree from Adelphi University in Garden City, New York in 1993. She attained the Virginia Municipal Clerk Association Certified Municipal Clerk designation in October 2009 and the Master Municipal Clerk designation in 2017. She serves as the VMCA Newsletter Committee Liaison and Region III contributor.  She is the former VMCA Region III Treasurer, co-chair of the state VMCA Newsletter Committee, and former chair of the VMCA Clerk of the Year Committee. Ms. Bortle is the secretary for the Waynesboro Virginia Lions Club and volunteer ambassador for the Wayne Theatre.
